In an opinion for The Cipher Daily Brief, CERL Advisory Council member Geoffrey Corn explains the framework for assessing whether an attack is indiscriminate under international law. Turning to military experts for the operational context is critical to making judicial assessments that fairly weigh the imperatives of war against humanitarian considerations, he argues.
